Who we are
We’re proud to introduce Foster Support Circle, a new non-profit organization founded by three active resource parents who saw a need for more urgent support and greater connection, education, and encouragement within the foster care community.
As dedicated foster parents ourselves, we’ve experienced firsthand both the rewards and the challenges that come with providing care and stability for children in need. Through these experiences, we recognized a critical gap in the community that called for more comprehensive support, training, and mentorship opportunities tailored to foster families.
Foster Support Circle was created to fill that gap. Our mission is to create a network of support that empowers and equips resource parents, kinship caregivers, adoptive families, and youth experiencing foster care with the tools, resources, and community they need to thrive.
What We Do
-Strengthen the foster care community by uniting families, volunteers, and partners to provide resources, advocacy, and connection.
-Create a network of support that empowers children in care to thrive and build better futures.
-Provide emotional, educational, and material support to resource parents, children experiencing foster care, kinship caregivers, and biological parents seeking reunification.
-Facilitate mentorship and training programs for resource families.
-Promote child welfare awareness and advocacy within communities.
-Work collaboratively with existing non-profits and community organizations to amplify shared efforts and ensure foster families have access to the full range of available support and resources.
-Collaborate with public and private agencies to improve outcomes for children and families experiencing foster care.
Together, we believe in building a stronger, more connected network of caregivers because when foster families are supported, children flourish.

Founder & Chief Financial Officer
Jennifer Laubach is a graduate of Temple University, holding a Bachelor’s in Business Administration in Accounting. She works as a Controller/HR Administrator for a local privately-held manufacturing company. While working full-time right out of college, she also was a nanny for a local family, helping to raise their two girls for nine years.
Jennifer has been a licensed foster home through the Montgomery County Office of Children and Youth (OCY) for 21 years. During that time, she has cared for 49 children with her partner, Georgine. The shortest placement lasted just a few hours, and the longest — “to infinity and beyond” as they adopted two children when reunification with bio-family was not possible.
Jennifer became involved with the Foster Parent Association (FPA), an extension of OCY, very quickly in her fostering journey. She was elected Vice President to fill a vacant seat in May 2008 and moved into the role of President in August of the same year. She held that position for 5 years before taking a much-needed break. When the association began to struggle, Jennifer resumed the helm and has guided the association for the last 9 years.
While the FPA fills an important role in Montgomery County, there seemed to be a few things the association could not handle on its own such as grant research & writing and obtaining sponsors. In discussing ideas with two newer foster families, their unmatched energy and dedication to support families experiencing the foster care system was evident. Foster Support Circle was the result of our desire to just do better. Providing foster care to families in need is Jennifer’s life calling, built on love, patience, and the belief that every child deserves a safe and caring home. She is honored to be co-founding this non-profit with Stephanie Matthews and Megan Staph.

Founder & Chief Operations Officer
Stephanie is the proud owner and founder of Spot On Dance Academy in Fort Washington (Montgomery County). With a passion for teaching and supporting children, and a love for dance, Spot On Dance Academy was born with dreams and goals in mind! Stephanie welcomes hundreds of dancers, age 2.5+, and their families through her doors each week. She has 13 amazing instructors on staff with 8 dance rooms which are filled with education and laughter each week. Stephanie currently teaches and runs the business.
Stephanie has always had a calling for foster care. The thought of a child not having necessities and knowing what she could offer to a child broke her heart. She was determined to change children’s lives and give them a solid, loving, base in their life. In 2022 she knew the timing was right and started the process to become a licensed resource parent in Montgomery County. In June 2023, Stephanie welcomed her first foster child, a 2-month-old baby girl, who she ended up adopting in 2024. Stephanie is still actively involved in Montgomery County’s foster care system; she currently has a foster daughter, and her home is open to allowing more children who need love and support a place to go. Being a single parent has its challenges but Stephanie wouldn’t change it for the world!
Stephanie lives with her daughter, foster daughter, and pup (Kona) and looks forward to working with and supporting other foster children, resource parents, kinship caregivers, and biological families through Foster Support Circle.

Founder & Chief Executive Officer
Megan is the Vice President for Strategic Development at TNG Consulting, a risk-management firm dedicated to enhancing the holistic safety and well-being of individuals, schools, and organizations. In her 9+ years with TNG, she has partnered with clients across the country to design system-level solutions that reduce the risk of violence, discrimination, and harm and help create safer, more equitable communities. During her tenure, Megan has managed large-scale in-person conferences for thousands of attendees, overseen online training programs, co-led a high-performing team, and cultivated strategic partnerships that have expanded the firm’s reach and impact.
A lifelong believer in service, Megan has volunteered with multiple nonprofit organizations and is proud to be one of the three co-founders of Foster Support Circle. Most recently, she served on the board of her local youth football and cheer organization, leading events, fundraising, and community partnerships. Her passion lies in finding creative, dignified ways to ensure children have what they need to thrive while also engaging in the same opportunities as any other child.
Megan’s journey into foster care began when she met her wife, Ashley, and was moved by her story of fostering children and adopting two beautiful girls. After they married, Megan and Ashley began the licensing process in Montgomery County. Through this experience, Megan saw firsthand the urgent need for better support, guidance, and resources not only for children in foster care but also for the families who open their homes to them. Today, Megan and Ashley are active, licensed resource parents in Montgomery County and remain involved with the county, local foster groups, and foster parent support networks.
